FLEET MAINTENANCE MANAGER

Payne Trucking leads the industry in the provision of timely and efficient bulk hauling services. With over 54 years’ experience as a bulk carrier hauling raw materials and manufacturing by-products to our customers throughout the east coast, we offer a proven track record of service. This position , based at our corporate office in Fredericksburg, VA ., is responsible for overseeing all commercial vehicle services; providing information and serving as a resource to the executive leadership; achieving defined objectives by planning, evaluating, developing, implementing and maintaining fleet services in compliance with established guidelines, codes, and regulations; supervising and directing assigned staff to maintain a growing commercial vehicle fleet of 160+ trucks & 700+ trailers, company autos, and a variety of heavy off road equipment.

This position reports directly to the Chief Operating Officer.

The following list contains many of the duties to be performed but is not all inclusive:

  • Develops and monitors budget allocations, expenditures, and related financial activities for the purpose of ensuring that allocations are accurate, expenses are recorded, expenses are within budget limits and/or fiscal practices are followed.
  • Assesses damage from accidents, incidents, complaints, etc. (e.g. vehicle break-downs, systemic vehicle problems, etc.) for resolving or recommending a resolution to the situation.
  • Develop a company fleet maintenance policy, a technician training program outline and other support programs and systems that will improve fleet operations and driver performance.
  • Reduce maintenance expenditures at least to industry standards or below, while maximizing fleet up-time.
  • Utilize a computerized fleet maintenance software program to provide detailed company asset accounting/identification as well as identifying and assigning responsibility for those assets.
  • Implement, facilitate and participate with Pre & Post trip inspection procedures.
  • Implement, promote and assist in cooperative communication techniques between maintenance staff and drivers.
  • Ensure that vehicle defects are being corrected, logged and monitored. Assist driver managers with information, education and importance of this as needed.
  • Perform mock audits of facility resources in cooperation with risk control management.
  • Develop and participate with continuing education programs for mechanics & technicians.
  • Assists maintenance supervisors with building security for the purpose of ensuring the integrity and operational order of Maintenance properties.
  • Collaborates with internal and external personnel (e.g. other management teams, auditors, public agencies, community members, contract managers, vendors, etc.) for the purpose of implementing and/or maintaining services and programs.
  • Develops a preventative maintenance program for the purpose of ensuring vehicle fleet is maintained in a safe and compliant condition.
  • Directs department operations (e.g. budgeting, safety programs, OSHA preventive maintenance, etc.) for the purpose of providing services within established time frames and in compliance with related requirements.
  • Facilitates & participates in meetings and workshops, etc. for the purpose of identifying issues, developing recommendations, supporting other staff, and serving as a company representative.
  • Inspects all aspects of new construction, repair work, projects, equipment, work orders, daily maintenance and supplies for the purpose of ensuring that jobs are completed efficiently, specifications are within regulatory requirements and inspection reports and payment requests are correct.
  • Performs interdepartmental personnel functions in cooperation with the Director of Safety & Human Resources (e.g. hiring, promoting, terminating and, evaluating, supervising, counseling, disciplining, directing, training, etc.) for the purpose of maintaining adequate staffing, enhancing productivity of personnel and achieving objectives within budget.
  • Prepares a wide variety of written materials (e.g. correspondence, memos, reports, analysis, policy/procedures, budget, etc.) for the purpose of documenting activities, providing written reference, and/or conveying information.
  • Presents information for the purpose of communicating information, gaining feedback and ensuring adherence to established internal controls.
  • Creates policies, procedures and/or actions for the purpose of providing direction for meeting the company goals and objectives.
  • Develops procedures to monitor and improve performance of maintenance staff.
  • Implement and adhere to industry best practices.
  • Creates training materials and Standard Operating Procedures (SOP’s) detailing procedural requirements and safety hazard awareness.
  • Researches new products, laws, regulations, etc. for the purpose of recommending purchases, contracts and proper maintenance of company-wide services.
  • Responds to emergency situations during and after standard hours for the purpose of resolving immediate safety and operational concerns

Specific ability-based competencies required to satisfactorily perform the functions of the job include: establishing and maintaining effective working relationships; meeting deadlines and schedules; setting priorities; working with multiple projects, frequent interruptions, and changing work priorities; working with detailed information/data and maintaining accurate records; maintaining confidentiality; and facilitating communication between persons with frequently divergent positions.

Experience and Education:

  • Job related experience with increasing levels of responsibility is required.
  • Bachelor's degree in job related area is preferred. Verifiable experience with increasing levels of continuing education and responsibility in job related area may be considered in lieu of a Bachelor's degree.
  • Successful completion of training toward license and/or certification in various areas of Transportation/Trucking trades and maintenance practice is helpful but not required.
